Abstract: This article looks into the policy of Canadian multiculturalism by surveying its background, its roots in political theory, its implementation and its impact on Canadian life, as well as the major challenges and criticisms it has been facing since the early 1970s. The government policy of multiculturalism was not an idealistic philosophy but a political necessity which was aimed at establishing a Canadian national identity to be shared by all. Although multiculturalism played an important role in helping minority cultures become visible and recognised by mainstream Canada, the difficulties in creating such a uniform national identity based on the diversity of minority cultures is demonstrated by exactly the works and theoretical debates which arose in the aftermath of the implementation of the multiculturalism policy. Multiculturalism as a technology of socio-political regulation of modern heterogeneous society exists in form a political strategy that perceived as political response and attempt adequate response to socio-economic and cultural and political challenges which threatening the stability of the system. Through Inter-Action, Canada’s multiculturalism grants and contributions program, government continues to provide support to domestic initiatives that make a real difference in promoting and strengthening pluralism, intercultural understanding and integration across Canada. The Government of Canada continues to promote multiculturalism and the integration of newcomers to Canada through numerous public education and outreach initiatives. The Multiculturalism Program delivers its mandate through four key areas of activity: Grants and Contributions (Gs&Cs) (Inter-Action), Public outreach and promotion, Support to federal and public institutions, International engagement. The way in which multicultural policies have been implemented in Canada, through legislation at the federal, provincial and local level as well as through educational policy, have been effective in shaping a political climate that has been largely peaceful and has fostered a prevailingly multicultural sensibility throughout the population.
